PCB Management and Disposal Demonstration
Project Summary
The objective of the project is to remove the threats to human health and the environment posed by PCBs presently in unsafe temporary storage, as well as PCBs in use, in a demonstration area to be determined during project preparation. Options for disposal would be assessed during project preparation.The project would be the basis for dissemination of experience and a replication program in China and globally.This project, taken together with the NIP project and the proposed Termite management demonstration, would constitute a coherent package and a significant contribution of the GEF towards assisting China in starting implementation of the Stockholm Convention.20 Sep 2004. WP inclusion.The project aims to identify and demonstrate environmentally-sound and cost-effective policies, procedures and techniques for safely managing and disposing of China’s temporarily-stored polychlorinated biphenyls (PCBs), their associated PCB-contaminated wastes and remaining in-use PCBs. The project envisages six components: (1) institutional strengthening; (2) development of a policy framework for PCB management and disposal;(3) PCB management and disposal in Zhejiang Province;(4) disposal in Liaoning Province of highly-contaminated PCB wastes; (5) project monitoring and evaluation; and (6) design of a national replication program. The project will be financed with a grant from the GEF (US$ 18.91m), counterpart contributions (US$ 10.77m), and other donors (US$ 1.84m).
