Establishing an Effective and Sustainable Structure for Implementing Multilateral Environmental Agreements
Project Summary
The project aims to establish the necessary implementation structure for the three Conventions. This includes a National Convention Coordinating Authority and its Secretariat. These will assume the roles and responsibilities of the required committees and secretariats under the three Rio Conventions (for a start) and will have as main tasks: reporting to the Convention Secretariats about the progress made within the thematic fields of the conventions (for which they will ensure monitoring and evaluation activities); awareness-raising of the relevant stakeholders on the convention requirements and their roles and responsibilities; and coordinating the mainstreaming of the outcomes of convention related activities into broader sustainable development policies and programmes. Also, the Authority being proposed will eliminate competition for donor funds and ensure their optimal use.
